Types of Tenders According to Iran’ Tendering Law:

Based on the Evaluation Stages (Article 4)

1. Single-Stage Tender:

   Both the technical and financial proposals are submitted and evaluated simultaneously.

2. Two-Stage Tender:

   The technical proposals are evaluated first; then, financial proposals are requested and reviewed from technically qualified bidders.

Based on the Method of Invitation (Article 4)

1. Public Tender:

   The invitation to tender is announced publicly and open to all qualified bidders.

2. Limited Tender:

   The invitation is restricted to a limited number of qualified suppliers or contractors selected by the procuring entity.

Based on the Method of Execution (Article 11)

1.Small-Scale Transactions:

   Conducted by obtaining price quotations or invoices directly by the procurement officer.

2.Medium-Scale Transactions:

   Conducted by obtaining at least three written quotations or invoices by the procurement officer, and finalized by contract approval from the head of procurement.

3. Large-Scale Transactions:
