Guideline for Selecting Public–Private Partnership Models 2023

As we know, there are numerous contractual models for Public–Private Partnerships (PPP). In 2023, the Technical and Executive System for Consultants and Contractors of the Plan and Budget Organization published Bulletin No. 874 titled “Guideline for Selecting Public–Private Partnership Models.” The absence of such a document had long been felt.

In this guideline, various PPP models are categorized from three perspectives:

1.
Responsibilities and obligations of the private party
2.
Mechanism for capital recovery and payment structure
3.
The end user of the final product or service

The guideline then presents the
criteria for selecting the appropriate contractual model, supported by clear and straightforward flowcharts that help both investors and the public sector identify the optimal structure.

Typically, in every country, the public sector maintains an official communication channel to introduce PPP projects to investors. In recent years, Iran’s
National PPP Portal, accessible at the link below, has been managed by the Plan and Budget Organization:
